- THE OFFICERS
-
- PRESIDENT
- The chief administrative officer for
the Club is the President. His/her role is defined in the Constitution
and the By-Laws, as are the roles of the other officers.

- VICE PRESIDENT
- The Vice President in our Club is responsible
for the monthly programs. His/her program committee consists
of the four junior board members. Each is assigned one month
per quarter to secure programs. The chairperson of the program
committee, the Vice President, is responsible to insure the provision
of an emergency program in case of a sudden cancellation. There
are several programs during the year for which the program committee
is not responsible, such as the Academic Excellence Luncheon,
Golf Day, etc. As he/she sees fit, the Vice President is responsible
to see that birthdays are recognized in their respective month.
He/she sees that (on committee meeting days) reports are given
out. He/she is responsible for updating the By-Laws.

- SECRETARY
- The secretary is responsible for communications
and record keeping functions. He/she keeps minutes of all board
meetings, keeps member attendance records and performs the Club
dues billing process.

- TREASURER
- All matters financial are conducted
by the treasurer. He/she receives and pays bills, issues checks
as directed by the Board of Directors and maintains the financial
records for the Club. The treasurer also serves as the board
representative for the Finance, Pancake & Sausage Day and
Peanut Day Committees.

- ADVISOR TO THE PRESIDENT
- Kiwanis International recommends that
a president designate with the approval of the board, appoint
a "president's special advisor," who will monitor the
attendance of Club members, contact each member whose attendance
is not up to standard, and report to the president on the apparent
reasons for poor attendance. He/she will also be available to
the president to advise him/her on other matters and provide
special support as needed. He/she will collect the historical
material related to the activities of the Club year and prepare
a scrap book for the president, which will be presented upon
his/her retirement from office. Obviously, this advisor should
be a person with a broad range of Kiwanis experience within the
Club and in the larger Kiwanis organization.

- THE BOARD OF DIRECTORS
- The Kiwanis Club of Jacksonville annually
elects officers and four members to serve on the Board of Directors.
The Board is composed of these leaders plus four other board
members carried over from the previous year, plus the immediate
Past President. This group of thirteen (13) people meets at noon
on the first Tuesday of the month to conduct Club business.

- They operate within the limits of the
annual budgets for the Club and the Foundation. The Jacksonville
Kiwanis Foundation receives all monies from community fund raisers.
All donations to worthy causes come from the Foundation. We actually
hold two board meetings on the first Tuesday: the Kiwanis Club
board meeting and the Kiwanis Foundation board meeting. The officers
and directors are the same. Separate minutes are kept.

- The four senior board members and the
Treasurer work with the President and are responsible for the
five major subdivisions of Kiwanis work: Club Meetings &
Membership, Club Functions, Finances, Civic Services, and Youth
Services. There is a total of twenty-three (23) standing committees
that are responsible for the wide range of activities and Club
services. Once a month the chairperson of each committee is responsible
for submitting a committee report form to the Club secretary.
The Vice President and the senior board members have the responsibility
to see that these reports are in the secretary's hands as soon
as possible after the monthly meeting and before the first of
the month.

- COMMITTEES
- CLUB MEETINGS &
MEMBERSHIP
- GOOD NEWS
- This committee encourages the donation
by members who have something particularly interesting in the
recent past. It solicits Good News from the members for a price,
to share at the noon meetings. Funds raised supplement the administrative
account.

- CLUB EDUCATION AND ATTENDANCE
- Kiwanis education refers to the education
of all Kiwanians, regardless of how long and faithfully they
have served in the Club. This committee is responsible for regular
programs of education. It will provide all new members with an
orientation including Kiwanis history, organization, objectives,
and programs. They will utilize Club meetings, and the K-Bul
to provide a "Kiwanis Education Spot" so that all members
will know who's who and what Kiwanis happenings are of importance.
On a periodic basis, and with the help of the Club secretary,
the committee will communicate to the Club the attendance standings
relative to planned objectives. If necessary to meet the planned
objectives, the President will ask the committee to make a special
appeal to the members who are not in attendance on a regular
basis.

- HOUSE AND RECEPTION
- The responsibility of this committee
is to see that all necessary arrangements are made for Club meetings.
Members of the committee are responsible for all physical arrangements
such as tables, chairs, piano and the loud speaker system. They
are also responsible for materials needed such as song books,
banners, flags, member badges, attendance slips, etc. Included
in the duties of this committee are the selection of Club members
to serve as official greeters of guests, visiting Kiwanians,
and other visiting dignitaries. Usually, assignments will cover
a month of meetings at a time. Just as the committee sets up
for a meeting, they must also pick up afterwards. They are the
chief custodians of the Club's physical properties. The cheery
way in which they perform their duties and greet fellow Club
members, guests and prospective members, helps project a positive
image for the Club.

- K - BUL
- The chairman of this committee is the
editor of our Club information bulletin. Normally the bulletin
appears at least bi-weekly, although there may be more issues
as needed.

- MEMBERSHIP
- This committee is charged with the
overall responsibility of the local Kiwanis Club membership growth.
This is accomplished by seeking prospective members through contacts,
friends, and employees of existing Kiwanis Club members. The
committee uses both local and national promotional programs as
well as local contests and individual member recognition to motivate
member participation. It should be noted that the total Club
membership is expected to participate in the activity of reaching
new members.

- MUSIC
- The Music Committee is responsible
for the music at Club meetings. A member of the committee will
play the piano, or arrange for a non-Club member to be hired
to play, while another member leads the Club in singing. The
committee is responsible for choosing appropriate songs to be
sung at each meeting. The committee will also provide special
music for special occasions and encourage local or instrumental
participation by others. All visiting Kiwanians will be welcomed
with "Hello Kiwanians". All birthdays will be celebrated
on the birthday date set by the Vice President. Special attention
should be paid to the lyrics to ensure they are not gender specific.

- CLUB FUNCTIONS
- GOLF
- The first purpose of this committee
is to continue the tradition of the annual Golf Day held in June.
The committee will organize, publicize, and motivate the Club
and prospective members to an afternoon of fun and fellowship.

- The second is to plan and conduct the
annual Robbie McEvers Youth Golf Tournament in July.

- AWARDS
- This committee is responsible for annual
recognition in the following areas:
Distinguished Kiwanian - Someone who has been a member for at
least five years and has distinguished himself/herself in Kiwanis
endeavors.
Kiwanian of the year - This special recognition for outstanding
service may be to a member, officer, board member, except the
President and Vice President.
Special recognitions - service awards to members who have distinguished
themselves in one way or other throughout the year. Normally,
these awards would be presented during the last month of an administrative
year, currently September.

- FAMILY AND SPOUSES' NIGHT
- This committee has two major functions:
- 1) Plan, organize and conduct at least
one Spouses' night program.
- 2) Plan, organize and conduct the annual
Family picnic held in August.

- SPIRITUAL AIMS AND BENEVOLENT
- This committee serves several functions
throughout the year.

- It will provide for prayer invocations
at the weekly meetings. - The committee will provide special
spiritual programs at Christmas, Easter, and Thanksgiving. -
The committee is responsible for the organization and administration
of the annual Prayer Breakfast.

- It will consider other ways in which
they can inspire, edify and lead both the Club and the community
to a higher level of spiritual commitment.

- Recognize special circumstances and
events in the life of Club members. Examples
include if a family member is sick, a member is in the hospital,
or there is a death of a member or family member. A card is circulated
at the meetings and in the case of a funeral, contact members
of the Club for support in attendance. In any case, the committee
will inform the membership so that the individual or family can
be included in our prayers.

- INTERCLUB
- The main function of the InterClub
is to assemble a party of no less than four members for a one
visitation per month, visiting the other Clubs in our Division,
followed by one or more Clubs outside our Division in order to
meet the required 12 visitations per year.

- The purpose of this activity is to
share with our fellow Kiwanians ideas, experiences, plans, and
expertise in order to make stronger bonds of kinship while practicing
the creed to which we all subscribe.

- PUBLIC RELATIONS
- The purpose of this committee is to
create a public awareness of the purpose, achievements, and value
of the Kiwanis Club. The chairperson will work with the officers,
board, and committees to assist in promoting, both internally
and externally, a positive image of the Club and its work in
the community. The committee will utilize the media to promote
the Club and its projects, and work with the committees to encourage
and inspire. The committee is also responsible for assisting
the board and its officers in the preparation of the annual Club
directory. This committee is responsible for advertising Club
meetings and projects through the use of highway signs, billboards,
newspaper, radio and other media as appropriate.

- CLUB FINANCES
- FINANCE
- Prepare and recommend an annual administrative
budget to the Board of Directors

- PANCAKE & SAUSAGE DAY
- The chairperson works closely with
the Board of Directors and follows a handbook of information
that was prepared by the preceding year's chairpersons that carefully
catalogues each area of responsibility. Any updates, revisions
and statistics should be recorded and passed onto the next year's
chairperson. Since the event is held at the MacMurray dining
hall, the date of the event is tied directly to the Monday of
the week of spring break of MacMurray College.

- PEANUT DAY
- This committee's sole purpose is to
organize and facilitate the Peanut Day fundraiser. This event
is tied to the Cruise night in Jacksonville and is usually planned
for the fourth Saturday in September, at the end of the administrative
year. Kiwanians stand at various street intersections and shopping
stores and request donations for small bags of peanuts. The financial
recording and collection will be orchestrated with direct involvement
of the Finance Committee.

- CIVIC SERVICES
- AGRICULTURE
- This committee will promote agriculture
and the rural community in several different ways. 1. They annually
encourage programs and prepare for one Club meeting to held in
the rural community. 2. They work with the program committee
chairman to provide selected speakers who will promote agriculture.
3. They arrange for a summer meeting during the County Fair.

- INTERNATIONAL AFFAIRS
- Since Kiwanis is a worldwide service
organization of men and women who want to improve their communities,
the International Committee is concerned with sharing concerns
and joys that are worldwide. Though Kiwanis serves in countries
around the world, the basic principles of the Clubs are the same.
- It is the responsibility of the International
Committee to maintain contact with Kiwanis International and
the local Club.

- In the past this has been done in three
ways:
- 1. Providing programs of international
flavor, especially when our own Club members travel abroad.
- 2. Providing forums for public discussion
of international concerns.
- 3. Brief Club on issues of concern
at the International and I - I District conventions and provide
guidance to the voting delegation.

- PUBLIC AND BUSINESS AFFAIRS
- This committee focuses on the major
Club efforts in relation to the community service Club projects.
Such projects include the Community Park, Kiwanis Park, the NEEDS
committee interface, and other community service requests or
needs that will promote public and business affairs. The committee
may arrange for Club programs to inform members on questions
of public importance of current affairs and any proposed legislation
that may affect the community, state, or nation. Although the
committee is encouraged to open lines of communication, it will
not allow the Club to be used for political purposes, since the
Kiwanis Club is not to participate actively in the political
candidacy of any person.

- YOUTH SERVICES
- BOYS AND GIRLS
- The Boys and Girls Committee supports
activities and organizations that give support to, sponsor, or
are involved with the boys and girls of our community. The committee
supports their activities and organizations by means of service
projects, financial support, manpower, or recognition of achievement.
The Boys and Girls Committee reviews each request for support
and gives its recommendation for action to the Board of Directors
who in turn approve, disapprove, or alter the request. Requests
recommended by the committee are submitted to the Board at the
next monthly Board meeting after review of the request is complete.

- YOUNG CHILDREN - PRIORITY ONE
- This committee is responsible for organizing,
coordinating, motivating and facilitating the support and involvement
of the Club and other committees towards the goals of the Young
Children - Priority One program. There is a host of programs
which are directed to young children between the ages of prenatal
to age 5. There are many ways that the Young Children - Priority
One committee can lead the group to direct involvement in service
projects that will fulfill the goals of the program. Plan on
having at least two special work projects requiring Club volunteer
effort and one continuing program requiring ongoing support.

- SPONSORED YOUTH
- The Sponsored Youth Committee was organized
for the purpose of providing support for the Kiwanis youth groups
at the college, high school, junior high school and grade school
levels. This committee works with the Board to establish and
maintain Circle K programs on the college level, Key Clubs at
the high school level, Builders Clubs at the Junior High level
and K-Kids Clubs for grade schoolers. This committee should also
encourage Kiwanis youth in other areas of our Division and District
in whatever way possible. We have been providing financial support
for the Circle K Club at MacMurray, the Jacksonville High School
Key Club, the Builders Club at Turner Junior High and the K-Kids
Club at the Illinois School for the Deaf.

- YOUTH EDUCATION
- This committee works closely with the
schools to encourage, recognize and support career and academic
development. Special awards, scholarships, and grants are to
be presented to various College, High School and other students
and programs. The committee is not limited and will search for
other ways to encourage and assist people in gaining a deeper
understanding and involvement of business, education, and vocational
opportunities available in our community and elsewhere. Specific
programs that are the responsibility of the committee to organize
and promote are the annual Youth Day, the Academic Excellence
Luncheon and Vocational Student of the Month.

- The Youth Day event is planned for
mid-April. A grade school is contacted, inviting them to join
up of a student with a Kiwanian/Circle K person to take to work/school.
In the case of Circle K, work with the Sponsored Youth chairperson
to coordinate this activity. Plan on presenting the action plan
for the program to the Board/Club in March, and get a sign up
going late March / early April.

- The Academic Excellence Luncheon is
planned for early May prior to the end of the school year. From
the five local high schools, the top percentage of students and
their parents are invited to an inspirational program to honor
them. Total students in attendance usually is in the 30-45 range.
This is an event that must have press coverage, special food/
setup accommodations, greeters, and overall coordination that
will bring to the students and parent the recognition they deserve.
Plan on making the plans starting in February/March for an action
plan to be presented to the Board at the April board meeting.

- The Vocational Student of the Month
event is for the months of October through May. The Vocational
Director at JHS will send the names of the students to Kiwanis.
The name of the student, plus a write-up, needs to be sent to
the newspaper by the committee each month. In addition a congratulatory
letter needs to be sent to the student. A $50.00 savings bond
plus a plaque will be presented to the student at an awards day
in May. Letters need to be sent to the students a few weeks before
the Awards Luncheon.

- OTHER COMMITTEES
- PRESIDENTIAL ADVISORY COMMITTEE
- This Ad Hoc Committee serves to advise
the president on the full range of Kiwanis activities. It will
include the presidential advisor and such others as determined
by the President.

- PAST PRESIDENTS AND COMMITTEE
- The immediate past president will continue
to serve on the board for one year. In the last month of his/her
administration, he\she will report to the past presidents. During
the first year as past president he/she will serve as a liaison
between the board and the past presidents' committee. The immediate
past president becomes chairperson of the Past Presidents Committee
after his/her last year on the board.

- The committee serves three main purposes:
- 1. To serve in an advisory capacity
to the present administration.
- 2. To meet annually in September to
hear reports on the past administrative year and a plan for the
new year from the president-elect.
- 3. To honor all deceased past presidents.

- KIWANIS NOMINATING COMMITTEE
- The Nominating Committee is composed
of at least five Kiwanians appojnted by the president.
- The committee should meet five to six
weeks prior to the scheduled election for the purpose of preparing
a slate of candidates. Upon development of a prospective list,
the committee members contact candidates to see if they are willing
to serve.

- The election is to be held no later
than the second meeting in April and is conducted by printed
ballot.
- The nominees for each office are announced
two weeks prior to the election and nominations from the floor
are accepted.

- Nominations from the floor are terminated
one week before the election so the ballot can be prepared.
- There is a five year limitation for
consecutive service by the Kiwanis secretary and treasurer.
- It has generally been the custom to
have eight candidates from which to elect four members of the
Board of Directors.

- On occasion there has been more than
one candidate nominated for the office of Vice President.
- The Nominating Committee is answerable
directly to the membership and it is not necessary for the slate
of nominees to be approved by the Board of Directors
